I suspect that the City of Portland is self-insured. The Johansen case will have a much bigger impact on smaller self-insureds than it would on a larger carrier like SAIF Corporation. Typically, self-insured carriers carry a much smaller overall reserve making it more difficult for them to absorb the cost of a decision like this.
