HB2450 "The Great Experiment

I have been informed that HB2450 is an experiment a "Pilot Project"
signed into law and this project will cover members of two unions.
Basically it gives these two unions an alternate dispute and resolution
process. This experiment is expected to last 2 years.
I am still researching this bill, any information will help.
Lets look at this bill carefully before judging it's worth.
